On my list of dwarfs I am showing something weird.  On the equipment section, it is showing a red 2 on all the dwarfs who are wearing steel high boots.  It shows steel high boot left and steel high boot right in black, but below that in blue it says they are missing.  However, when I zoom to any of them in the squad and look at their inventory, it shows them all wearing them.  When I look at say steel helm, it does not show anything at all.. (as far as numbers go I mean).  It just says Steel Helm when hovered over it... as if it say it is equipped just fine.

A guess is that you've allocated Steel Boots twice, and they can only wear one pair...

I set them up to wear specific items (to keep from the armor shuffle) and gave each one a left boot and a right boot. I just did not know if it was a weird dwarf therapist thing or not.. It just kinda made me a little bit worried that the armor was not being correctly viewed by the game or just DT.  I dunno

I've never allocated specific stuff, but a guess (with no real basis) is that since hand- and foot-wear is allocated in pairs, you've essentially allocated two half pairs, and that DT just fails to realize the "other half" of each "pair" isn't intended to be there, i.e. that it's a DT issue only.

I try another strategy to combat the armor shuffle, and that is to not allocate gear to militia until there is masterworks quality stuff for the new member available.
