Clarify handling of underground floors/plants/mud

I suggest the following:
1. Cavern layers with plants implicitly have a thin soil floor layer under the plants and trees.
If this suggestion is accepted then bug 1573 can be closed as "working as intended". The best bit being that absolutely nothing need to be done.
2. It is understood that mined rock floors that are accidentally, or deliberately, muddied do not have a soil floor layer under them.
(Again, nothing needs to be changed)
3. Muddy rock floors would change to _not_ growing plants when exposed to spores (e.g. when you breach the cavern).
This would be a change to current game behaviour. It would stop bug 4492 from occurring. Basically, your rock floors in your fortress will stop turning into sand/clay/loam when you accidentally flood them.

Alternatively
4. Floor data could be explicitly stored for fortresses even when floors are hidden under vegetation or constructions (walls, floors, etc.). This would be instead of 3. above, but would require more work / data format changes. It would also stop bug 4492. If this alternative is adopted then 1. is changed slightly to explicitly have a soil floor layer under plants in caverns.
