Captain of the Guard always assigned to the first squadron?

I'm setting up my "justice-league" i.e. weak captain of the guard (CotG) and hammerer, both with light crossbows, whom I would like to serve as the fortress guard, as suggested in the DF Wiki.

If I read the wiki correctly
  • it is only the fortress guard that serves justice
  • the fortress guard is defined as whichever squadron is headed by the CotG.

The problem is that I already have "real" squadrons on my list of squadrons.  My "justice-league" squadron is fifth in the list of squadrons.  But when I appoint someone as the CotG they automatically become squadron leader of the first squadron.  I can't get my CotG to become squadron leader of any squadron except the first squadron.

So... I suspect that the CotG and his/her fortress guard is always the first squadron on the list.  Are my suspicions correct?

Sounds like you have to switch the squad members between the first and the fifth squad, and then you'd be set.
