evil rain in a neutral biome(s)?

I just embarked on a lovely spot at the crossroads of three neutral biomes: two mountains and a dense forest, all Wilderness or Untamed Wilds. Almost immediately it began raining, and then the game paused for a message: It has begun raining loathsome slush!  The slush forms magenta pools on the tops of the fruit trees and makes the local giant swallows dizzy and nauseous, but none of it has penetrated down to ground level to bother my dwarves or animals.

I copied/abandoned my fort and went back to the embark screen to double-check, and all three of my biomes are still listed as neutral. My local plants are all ordinary neutral plants as well. But I'm fairly close to a patch of Terrifying biome, though not in the same zoomed view. Can evil weather drift into a non-evil biome now even if it's not included in the embark? & is it somehow possible that it will continue to only slush in the upper reaches of the sky, never at ground level? (This is 0.40.17.)
