Give civ special leather w/o creature?

So, I've made a kind of synthetic material which is meant to sub in as a vastly superior type of 'leather', for jerkins and such.
It's already available to the player through reactions, etc.

However, I'd also like to give it to a number of other civs, including friendly ones. Is there a way to do that without creating some sort of domestic creature (which could potentially be found by or sold to the player)? Giving the player sole use of the stuff would be wildly unbalancing, and my out-of-thin-air reaction for the NPC civs doesn't seem to work.

Any thoughts?

I've created this reaction:

and permitted it for most entities.

CFIBRE is a separately-defined inorganic material with the [LEATHER] tag.
It works properly in the arena - you can have jerkins, boots, etc. But it's not showing up anywhere in the main game.

Does any of this stand out as the issue?

Unfortunately, items acquired solely through reactions will not show up on their own.
