Im pretty sure that dragons can lead civs as many megabeasts and semimegabeasts. It doesnt make it realistic though.

They can also be worshipped I think.

First and third statements are correct, I think. As to the second, making a fantasy game with a focus on realism is tricky business.

IIRC, this kind of thing would happen quite often in the 0.31.XX days. Wander into any random capitol and you had to be prepared to come face-to-maw with some hell-spawned monstrosity handing down royal ordinances on the price of human flesh (for 'religious purposes', you understand).
