Goblin hillocks

A few days back I came upon a strange hillock populated entirely by goblins.
I found it very suspicious, but ignored it.
With that adventurer dead, I decided to learn more about this mysterious hillock.

I'm playing 40.14, no mods, un-edited.
The world is in year 5 of it's history.
I do not play adventure mode much, so I do not know whether this is a regular occurrence.
(I apologize for the ragged nature of the screenshots, posted them as I played on.)

Civic mound, conversing with the mayor.













Everyone in the hillocks are goblins.
Not one dwarf.



Even the expedition leader is a goblin.



Perusing the legends on The Watchful Dyes and Goodrim:
(Note that not all historical events are revealed, so full data is lacking.)





Not one soldier, no signs of invasion.
All the goblins have traditional roles, even goblin drunks in the drinking mound.

No other groups have a stake on the site, and the founding group is still ruling the hillocks, with their expedition leader and mayor in tow.
Has anyone else stumbled upon something like this?
Is it a bug?
If not, how did it come to be?

This wouldn't be strange (immigration/conquest & assimilation are usually the answers) except for several things:
1: There hasn't been a conquest, apparently. Just one battle that wasn't even fought at a site.
2: It's only year five, so I'd hardly expect to see a fully-goblinated dwarf town anyway - those can pop up in long histories, though.
3: That goblin expedition leader has a name in the human language, which suggests he was born in a human civ. But again, since the world is only five years old, that seems highly unlikely as well.
I don't want to say it's a bug - it may just be a really weird coincidence.

Interesting.

It think I'll continue exploring the world, perhaps there is some correlation somewhere.
Wait...
I recall seeing goblins in the main fortress.
Not many, still more dwarves.

What if the war in year 2 transpired, with defenders victorious, and somehow this led goblins to join the fortress and the civ, one of them (as entity of the civ) was appointed expedition leader, and because he/she was a goblin, the others were too.

This is quick conjecture, but it may be possible.
Will investigate fortress and defended site.

EDIT:
Well, not that familiar with the way site designations work, so not sure if above theory is possible.
Dwarven site populations aren't defined by the race of the expedition leader, or are they?

EDIT2: Also, I can check the names of all the goblins, which may shed light on possible origin.

As for the goblin, he could be kidnapped from a human civ, but then again, five year old world.

It could be a reclaim.

5 years is just enough for anything to happen in DF given there's "time before time events" and world gen doesn't start with cavemen at year 0.
So yeah looks like war happen dwarves lost, goblin peasants moved in to an empty site.
there's no troops in those places since they would be normally doing patrols around the area.
