putting on roof

is it possible to build a wall on open ground (ie grassy area) and put a roof on it? if so-
i tried, but it say that there is no way to get the grate there. I built an "up/down" stair inside the walls, but that didnt seem to work. Help?

You need to put a down stair on the level above.
