Cave Adaptation Above-Ground

My dwarves, who exclusively live in a giant above-ground glass fortress, are getting cave adaptation.  AFAIK this is new behavior, and rules out the "Dig out to the surface and then floor over it" approach previously taken to dealing with cave adaptation.  Anyone have an inkling of whether this is deliberate or a bug?

Just confirmed against disassembly: as always, cave adaptation increases whenever your dwarves spend time in "Dark" tiles and decreases (and triggers) whenever they are in "Outside" tiles.

Are you absolutely certain that all of your inside tiles are Light?

Did you dig up, cover the ceiling with the glass, and THEN break the surface?
Or are there multiple floors with glass ceilings below eachother?
If you went to the surface, broke it, built the first ceiling. And then went below and dug out the floor to add a new ceiling. You'll end up with only the first floor being "light".

Double check that all your floors have the "above ground" "light" tags on them.

To add a note - dwarven babies seem to be born cave-adapted.  Every time their mothers would take them outside, it was little green puddles everywhere.
