Selecting crops and building staircase issues

Just picked up the game again after six years.  Downloaded the PeridexisErrant utilities pack, and following TinyPirate's PDF tute (but on a randomly generated map) to get the hang of things again.
Having trouble scrolling through the crop selection menu.  Found that if I press the - key I can scroll through the list "backwards", but not with the + key. Alt+arrows doesn't work.
Also can't get staircases to work.  I can build the initial down staircase, but when I go to make the up/down staircases on the tiles directly underneath them, all I get are XX's.
Help?  Thanks!

Those x's are the staircase.

Thanks. I was a little confused by the pictures in the tute.  Any idea about the scrolling issue?

Scrolling: Is it a keybinding issue? I recently (a couple of weeks ago) had the problem that trying to use some DFHack scripts that were supposed to work with the latest DF version that I could step downwards but not upwards with the +/- keys. I managed to get around that for embark (only being able to decrease the number of seeds wasn't exactly optimal) by modifying the key bindings, but it didn't work in the game itself. The indications at the bottom of the page also showed <graphic checkerpattern tile>/- rather than +/-. Things have improved since then, and I'm using the DF Starter pack now rather than trying to put things together myself.

It may be that keybinding issue, Patrik.  I am using a starter pack for mods, (downloaded from here: http://dffd.wimbli.com/file.php?id=7622 ) but the only things I've implemented (I think) are no aquifers, the Therapist and the Spacefox tileset. It's been a LONG time since I've played, and I'm not as computer savvy as my interest in this game might suggest.  The only kind of games I like to play are "builder, worker management strategy" games like DF, Minecraft, Tropico 4 & 5 , some of the Sim Cities, and a couple of Kairosoft's offerings.
I just started a new map this morning, and bang - the first issue I hit is not being able to use up the 179 points I have left after choosing someone's Easy Peasy Quick Start option before embarking.  I can lower the number of items I have in the wagon using the "-" key, but not raise them with the "+" key, even though the indicators on the bottom of the page says those should work.
What Starter Pack do you recommend?

I'm certainly no DF expert myself (picked it up a few weeks ago). I'm using the DF Starter Pack (http://www.bay12forums.com/smf/index.php?topic=126076.0), however, with Dwarf Therapist, DFHack Pure Bugfixes, a selection of font/graphics, and a few simple parameters. You're not using a weird keyboard, like a french one, are you? I'm using a non US keyboard, but it's not screwing around with shift like the French do.
For faultfinding, I would probably download the pure DF, start it, and see if the keys work as they should on embark and deployment. If that works, I would say there is something with your starter pack. You may want to try the starter pack with the vanilla font as well, and see if that works. It also might help to check your starter pack description/documentation to see if it's still with an earlier version of DF.
I think my problem was caused by usage of the current version of DF with a DFHack and DFHack scripts that hadn't quite caught up.

However, I hope someone with better knowledge of the lay of the land than me can help you out.

My keyboard is a "standard" US keyboard, but a compact, wireless version that came with my new all-in-one PC.  It's a little wonky.  I did figure out that the "+" key near the number pad works.  I was trying to use the "= and +" key next to the "- and _" key. Derp!
