No no. Just give him an awesome room and dont make any jail cells. This way at the worst someone might get beat but if your nobles are all ecstatic and are given really really really really good rooms they wont really care.

Anyways, when I had nobles and got that kind of mandate, simply cutting the gems seamed to please them.

Digging out red spinel clusters also counts as "making items" [Same goes for cutting the gems... So if he mandates 2 red spinel items, just dig out one red spinel and get a jewler to cut it.]

Now that I think about it, that's why that mandate that one noble had for silver items in my first year vanished when I went to mine something out to fill it.

Gem clusters can on occasion give you a gem in one higher grade then normal.

That's why i have 3 rubies in my fortress Wandercastle, yet havn't progressed anywhere past the river.

I got two clear diamonds from a diamond cluster in my current game. I've not even reached the chasm yet.

I would have had some fancy gems early as well, but my jeweler got into a strange mood and he wouldn't build the Jeweler's Workshop, so he died.
