Windows 8: Devices are recognized but not working

So I finally got one of those mouses that you drag along a surface instead of manipulate a ball to move the cursor, so that I can draw on my computer without it looking like utter rubbish. But when I plugged the mouse in, it didn't work. I looked in the device manager and it seemed to show up, but nothing happened when I tried to use it. I was pretty frustrated, but then my friend offered to bring over her cintiq thingy, which of course I agreed to. But of course that didn't work either, and now I am very unhappy, as I don't have a scanner and cannot simply scan my hand-drawn images. Does anyone have any advice for this?

It might be a driver issue. If you look up the model of mouse you're using and download the appropriate stuff for it, that might fix the issue.
