Yeah, your unit must be a hero. That is, they must be an "Elite <weapon>dwarf" or a champion before they will pick it up.

thanks, that does in fact explain it.  Well, itīs a baller steel shield with some platinum images of Oaks, so I mean, thatīs much more respectable than most images that I get.  I donīt want a shield that has a picture of a dwarf raising a cup, damnit.  Oh, itīs got a horse too, pretty solid overall.

Hmm. My fortress got a bone glove artifact from its first mood, and a bone sword from the third or so. My military dwarves used both before being elite, I think.

I'd suggest you try this: View each of your soldiers and [d]dump the shields they're currently using.
A dwarf (with a "Dump Item" task) should then run up to the soldier, grab the shield off him, and dump it; the soldier will eventually go get a new shield.

(Easier than viewing each dwarf: go to (z) -> stocks -> bucklers and shields and forbid, erm, most of them   :)  )

(I used this method to switch them from wooden to metal shields - took a while but worked)

[Hague may be right though, I'm not totally sure]
