Not always, but it sometimes they do, so it gives you an idea for which materials to hunt.

My dwarves always seem to want stuff I don't have and can't get.  It's very frustrating.  As far as I know all my moody dwarves want steel bars and I haven't even fouund any iron ore yet.

Hello,
 well, Senator Jim Death has a point - sometimes you just can't.  Usually, either things go well: commandeer workshop, go get components, make artifact, everyone is happy; or, else, not so: don't know and/or simply don't have some needed raw material (in that case, it all comes down to: "Am I able to reasonably obtain this material, or is it simply impossible or impractical to do so?").

If you can't provide, then you can't.  Be prepared for a possible bridge-breaking freak-put to ensue.  Usually, things work themselves out for good or ill, and, sometimes, you are in the unlikely position of being able to actually do something positive about it.

Workshops?  Shouldn't you build 1 or 2 of each soon enough in the game?  Isn't it best to always be at the ready?  I mean, don't look for a bunch of moods in the first year or so, therefore, have all the workshops ready as a part of the expansion (a block of stone and a little effort...).

Just build the shops in individual rooms. If a dwarf claims it but is going nuts, lock the door till all the miasma is gone. Problem solved.

Personally, if I have it laying around, the nutso dwarves can take it. If I don't have it, TOO BAD. They shoulda looked at what I had available for an artifact BEFORE they went nutso. Stupid dwarves...
