Right now, Amazon has their Digital Games Mayhem sale going on.

Dunno if this is related to that sale or not, but XCOM Enemy Unknown and Enemy Within are both about $10 each right now for the Online Game Code version on amazon. Add the Elite Soldier Pack if you want the customizations and you can get all of it for about $25, or a bit more if you want Slingshot as well.

Amazon does attach the "Note: Currently, this item is available only to customers located in the United States and who have a U.S. billing address." line to the online game code versions, however.

Civ 5 Complete is also on sale. Some of my coworkers and I are starting up a hotseat game with Giant Multiplayer Robot, so the one of us who has just the base game is happy with paying $33.50, as opposed to $50.

It generally involves reading the page. XCOM: EU has a line that says 'requires steam client', for example.
