My understanding is that marksdwarves have two locations they can store bolts in: in the hand that isn't holding the bow, and in a quiver. The latter requires your marksdwarves to have quivers (they'll use them automatically if they're available) and the former reqeuires them to not be using shields.

Derakon: I don't mean to say you're wrong, but I had a marksdwarf, and thousands of bolts.  He went straight to his station with just the crossbow, no ammo.  I make a quiver, he runs over and takes it, and sticks a stack of bolts in it, then heads back.
I have no idea, but it certainly seems you're wrong from that situation.  This has occurred for me several times in several different forts.
EDIT: Clarification.

It may be that dwarves hold bolts in-hand when training and leave the "real" bolts in the quiver. I don't pay that much attention to marksdwarves these days, ever since I removed bows of all kinds from the game...

When available, Dwarves will fill their quiver with metal bolts, then take bone bolts in hand to train with.  They will not train with the metal bolts, saving them for combat.  They will also fill the quiver with bone if there are no metal.  At the same time, they can be equipped with a shield.

I have found that they will violate this rule if wood is available, and put it in their quiver even if there are metal bolts around.
