Not doing job

Dwarf shows No Job, currently in the dining hall/meeting room.

Profession is carpenter.  Has this AND all gathering on.  Every other dwarf is either in workshops or storing goods.  Path isn't an issue as workshop is in same room with three other workshops and has generated goods.

I've tried clearing the goods and requeuing them.  Still hanging out in meeting hall.

Checked status, nothing of note to show a mood or other status. 

Another dwarf, this one a miner, I'm noticing they are always flashing blue.  They walk to a dig zone.  Dig one or two squares and then quit again.  Plenty of alcohol.

Not entirely sure what you are trying to do. Do you want the dwarf to go the carpenters workshop and make something?

In that case, does the workshop currently has the job to build the thing queued up on it? (not just through manager, but in the workshop itself?)
if not, is it queued up in some other workshop? If it's through manager, has he approved the order yet? Do you have materials that are not in use and not being hauled at the moment? Are these materials separated from the workshop by burrow?

If the job is indeed queued up at the workshop, was this job given to some other dwarf? Is the dwarf in question separated by burrows from the workshop?
Is the dwarf a new migrant? New migrants can't do any jobs for a short time.
Is the dwarf a vampire, werewolf, demon, or cursed in some manner? Vampires tend to do whatever they want.
Is the dwarf a part of a squad? Military dwarves tend to train instead of doing anything else.
Is the dwarf injured? Injured dwarves tend to try and get to the hospital.
Is the dwarf fully clothed? Dwarves wearing rags tend to try and pick up new equipment by pathing to wherever the clothing might be.

Does the announcement screen show any job cancelations from this dwarf? Are there any combat reports involving this dwarf?

There is literally a thousand reasons why a dwarf might not be doing something.

I've had something similar to what you're describing with your miner there. It was my suturer. A dwarf required 5 or 6 different sutures. The doctor would do one, leave, go to his room, No job, then after a while go back and do another, leave, room, No, job. All the time he was using sutures that were right there next to the patient

Then he set all the bones at once, then he started doing the dressing. He would do one, leave, room, No job, do another.

I figured it was just the usual medical weirdness

Still very early in my fortress.  Only 7 original dwarfs.  I don't use burrows (don't know how yet) and no manager so only setting jobs through the individual workshops.

No sieges, no werewolves, vampires or other stuff (that I don't like in the game).  Just a guy that won't go do his job for some reason.

I deleted all the jobs two more times and reset the jobs.  Third time it took and he got to it.

Also noticing that my mason and craftdwarf quit working stone because of no more non-economic stone...but there's a ton of jet and mudstone just on other z-levels.

Can confirm similar with my miner. The thing I noticed is if you save and quite game and start up DF agen it solves it for a while.

If you're getting job cancellations due to lack of stone, but you have stone, then I can think of a few possibilities:
  • The stone is unreachable from the workshop (or more correctly, from wherever the Mason is standing at the time the job is to be undertaken).
  • There is a stockpile giving to the workshop, and the stone isn't in this stockpile.
  • The stone is forbidden (e.g. because you dumped it all).
  • Burrows, but you said you're not using those.
