Curiously, version 0.34.11 did contain the appropriate code for creating "Collect Taxes" and "Guard Tax Collector" jobs (though it still didn't have anything to initialize per-job wages). I can only assume that Toady deleted it (or commented it out) during his movement/attack rewrite.
