Making a fortress with no dwarves alive

I'm sad that this isn't a thing you can do. If all dwarves die in worldgen, no forts for you. Why didn't armok send down 7 dwarves to create a mountainhome here or why didn't dwarven space shuttles launch across the galaxy to colonize new planets? When someone wants to be an adventurer in a world with no living humans, elves, or dwarves, it's fine, just throw down a dude from space! But when I want to send down a squad of armok's chosen dwarves to conquer a planet, that's a big no-no.
I think it's racism.

Be cool if you could colonize from 'outsider' civ. With significant restrictions on what you can embark with.

Have you tried using seed dwarven adventerers (outsiders) to bring back the race?
