How is a kill deemed "Notable?"

There was a goblin siege on my fortress earlier, and my militia commander killed 4 goblins, but one was "notable."
How is this decided?

Odd--ALL sentient beings, titans, & megabeasts should be Notable kills. I've never seen anything but plain old animals listed under "other" kills. I'm not sure, but I think even regular animals that get enough kills to earn a name also get bumped up to Notable.

A kill is regarded as notable if the creature is a historical figure(i.e. can be found in legends mode).  All historical figures have names(even if that name is just a blank space) and to some extent a history.

Odd--ALL sentient beings, titans, & megabeasts should be Notable kills. I've never seen anything but plain old animals listed under "other" kills. I'm not sure, but I think even regular animals that get enough kills to earn a name also get bumped up to Notable.
Not all sentient beings are historcal figures, only the named ones.  For instance, an average city will likely have several hundred sentient creatures living in it, but most of those are not historical figures, they are just nameless numbers that are not realized until something important happens to them(this is why your average world gen vampire will have a large number nameless sentient kills in its 'other' kill list).

EDIT: And yes, even animals can become historical figures.  Technically, any creature can so long as it does something of importance(usually by killing a historical figure).

That depends on whether you have "cull unimportant historical figures" on in worldgen, IIRC.

Ok, so when that Cave Crocodile kills one of my dwarves and gets a name, it has in fact been promoted to Historical Figure status.  Neat!

Just now, my dwarf did not get any new name for his first kill, a Forgotten Beast. It's not listed as a notable kill either, just a kill.

The list says "kill" until a creature that when killed belongs in a nother list occurs. I.E; the FB will stay a list that says "kill" until the dwarf kills an animal that did not become a notable figure thing.

I think you are confusing the two different versions of naming.

First version of naming happens when creature without individual name (ie. is labeled as Goblin Archer) kills anything that is considered as historical figure (has individual name and can be found in legends). When this happens, the creature which gained a name is now promoted to historical figure.

The second instance of naming is when, for example, a dwarf gain additional name (title) from killing creatures. This naming doesn't always take place after killing first notable creature, even if the creature is titan, dragon or forgotten beast. Instead, each notable creature killed increases the chance of the dwarf gaining a title to happen, and I think the type of creature affects the chances as well (dragon having better chance than normal goblin who belongs to notable creatures). It basically works the same way as naming of weapon, the more the dwarf kills, the better chance of getting special title...

Dwarves don't get names until they've had at least 5 notable kills. Maybe fewer, if their slain opponents are awesome enough, but I know it takes 5 goblins.

How the 'Notable' works (I haven't read the entire thread yet, so forgive me if everyone is explaining this already) is that the kill must be a historical figure/ A named thing.
Have you ever played in Dwarf mode and lost tons of dwarves to one ferocious animal then all of a sudden it was named?
When an animal/non-sentient thing kills many, it gets a name. If it has a name, it is then of a differing category than the other animals.

Here is the regular 'Animal': Giant Sponge
Now here is one that kills things: Spongebob.

If a Giant Sponge kills all your peeps, you got a renowned enemy in your fort.
of course you shouldn't kill one where the corpses rise...
If you played for long enough, you know to not want that to happen...
Just like Cog, Giant Sperm Whale, who I killed in an undead rising zone.

Every Sentient being has a name already, you don't need to get kills to have them get a name. What, you think the people of the world just say, "You get a name when you are somewhat important. Now drink all this beer with me as we celebrate that guy who finally planted some fucking food for once. He does not have a name because he is not a murderer... he loves animals."
I never noticed them get a title though to be honest... They all die after 27 FB kills.

I've had many dwarves, with long extra titles in forts in older versions. I never paid much notice to how many of what type of kills it would take for that exactly though.
I thought it was 1 notable kill, or many standard kills. But apparently I thought wrong.

It happens quite consistently after 5 notable kills, no matter if they are kobold thieves or FBs.
