Uniform Set but still not equipping / Everybody wrestles?

Another Uniform problem!

I can visually see many of my armor pieces laying boots/gauntlets/pants/a few breast plate around in my stock pile and out of my 60 dwarfs only my 1st squad has "acceptably" equip enough armor for actual combat (All pieces or most of them). Everybody else is either wearing one or two article (3 squads none at all) of armor while training almost naked. I know I'm short on chain mail but dam do I have alot of boots and gauntlets.

This is what I have my settings towards:

Asterisk being - *non-metal*
Melee Uniform:
Adamantite: Armor / Mail Shirt / Breastplate / *Shirt* / Headwear / Helms / Legwear / Chain Leggings / Greaves / *Trouser*s / Handwear / Gauntlets / Footwear / Low Boots / High Boots / *socks* / Shield/Bucklers / Shields / Indiv Weapon Choice
(In that exact order)
My range uniform is set almost exactly the same with the adamantite weapon being replaced with crossbows.

I have it set to replace clothing and [e]quiped my dwarfs their assigned []Uniforms.

On a side note nearly half of my soldiers (including my supposed Axe/Sword Masters) are wrestlers, I like seeing that my men are unbreakable elf neck snapping machines due to their intense work out. But I noticed this when a fun loving beasty paid me a visit and my men went to get geared up, and almost all of them became wrestlers and grabbed and stabbed my guest to death.

Simplest way to make sure they pick up weapons is assigning them specific weapons and not giving them a choice.

Don't put multiple pieces of footwear in a uniform.  Put one pair of boots.  High boots if you can make them; otherwise low boots.  Do not put two pairs of boots.  Do not put one pair of high boots and one pair of low boots.  Do not include socks.  Just.  One.  Pair.  Of.  Boots.

Set the squad position to replace clothing once you have enough armor that they won't be nude when you do that.

Indiv Weapon Choice certainly isn't helping any. They choose based on value, not relevant skill.

This is incorrect. They choose based on value AND relevant skill. As far as my experience goes a proficient hammerdwarf will always choose a cheap hammer over an expensive axe. I haven't tested this to it's limits (like say a no quality copper hammer vs a masterwork steel hammer studded with diamonds) but within the bounds of reasonable (say the same weaponsmith making both weapons but out of different materials) it appears to be the rule.
Only dwarves with a very low weapon skill will choose an expensive weapon they don't have skill with in preference to a cheap weapon they are skilled with.
