I'm having problems with this is 0.40.08

My expedition leader (who should be "conduct meeting"ing) is the only dwarf who will do it.  Except it looks like, now that the meeting is done, they won't haul trade goods either.

I have new "Trade Good Hauling" labor (which is awesome that that even exists I am STOKED I CAN HAVE A DEDICATED LEVER PULLER TOO!!) enabled.  Disabling all labors *except* "Trade Good Hauling" doesn't help.  I thought the problem was having no broker appointed, but appointing one while the merchants were there didn't help.

Am I missing something?  Does anyone else have this problem?
