Actually I remembered incorrectly. Demands will just make him annoyed which is easily overwhelmed by your fortress's awesomeness. It's mandates that require there to be no justice to be unimportant.

I've only ever seen a demand once or twice, even from monarchs.  Are they supposed to be so rare, or is something broken there?
