No liaison?

I just got my yearly visit however, there was no liaison. The game gave me the message, "No output liaison? How curious..." What does this mean? Where is he?

Seeing as there was a message, its obviously intended. As the game does simulate outside the fortress site now, perhaps the liason was killed on the way to the fort?
