Yes, I know this has been suggested before (I even used the search function and avoided the urge to do necromancy), but it would still be quite useful, especially for civs that end up on islands. It would be awesome to fend off an amphibious goblin siege or become a powerhouse of sea trade.

Right now the biggest problem with boats is that multitile creatures beyond wagons are not yet availeble in the game.

That is to say, we won't see proper navy till our dragons are more than one tile high and wide.

Pathing for multi tile creatures is the big thing preventing their implementation. And we won't have boats until Toady tackles that issue.

IIRC the dev list says something about just teleporting between ports for overseas travel until boats work.

Yeah, it pretty much says "sea travel, even if it's just a teleport to port thing."
