I think the idea of "dynamic" advancement is cool and would make worldgen more interesting -- especially if different cultures advanced differently and in different ways.  The game needs more ways, I think, to diversify different cultures and regions, and in general divergent technological advancement is one of the big ways that happened in the real world.

What if possibly Technology like gunpowder and weapons that use it are something only non player civilizations produce and to get you have to trade with non dwarven civilizations and consequently have good and open relations. This make trade and diplomacy a bigger part of the game and makes the game more FUN if the outside civilizations decide they don't want to trade with drunken midgets, but they still want their stuff and why this is FUN is that they don't feel like paying for it.

Things like non weapon technology should also see improvement like agriculture and medicine which also things many people neglect when discussing world changing technology as better medicine and plentiful food allow for much larger populations which are often quite a good measure by which to measure a civilizations power and things like gunpowder shouldn't be used exclusively for war it could also be used for mining or fireworks. Architecture should be something that also affects power of a civilization as it affects what can be built how strong and how much it can protect and how easy and quick and can be made and it can affect livelihood with things like roads and aqueducts which are something that make life much easier.
