IIRC, enemies of the Imperium has Dark Eldar/Ork/Chaos/Traitors, and I'd bet other aliens can probably be found and adapted (some rules changed) from Dark Heresy or Rogue Trader splabooks. Maybe Deathwatch or Black Crusade too, though I'm not familiar with those.

It's so weird that they have Dark Eldar but not normal Eldar. Or Tyranids. Or Necrons.

Are Dark Eldar really that common of an enemy for Imperial Guard?

Tau are tiny.

Orcs are everywhere, so that's true.

Chaos is sometimes. Still plenty of traitors, whether they're Chaos or not, though.

And then plenty of Miscellaneous Alien Race, probably.

Yes because the Dark Eldar have to have human souls to keep living.

They don't need human souls, but humans are the most commonly available.

Because there isn't much difference, killing is an art to the Dark Eldar.

Not to mention its kind of impossible to encounter unarmed humans without running into armed ones as well.. >.> Whether its the frontier or a hive world there's gonna be guys with guns, and like they said, when it comes to Dark Eldar it's not as if it makes much of a difference.

Other, non-OW books have statted everything from Necrons to 'Nids. The former's in Black Crusade core, the latter's at least in Deathwatch, for example. You could always just do the statting yourself, too, balance testing be damned.

DH is correct. I think you only have to do some research and (usually) adaptation in case you want the stats of any alien around.

Edit: Huh. I never knew, but it seems there was a supplement released April this year named Shield of Humanity with some new regiment options. Does anyone have it?
