I'm not too sure if this is something that has already been brought up and I don't know what race thread to put this in but:

Is this a bug or intentional? I didn't think it was possible for one race to worship another race's gods.

There are no race-exclusive gods. Its simply a god that takes form of a dwarf. Dwarves have spheres, which mean they worship a certain type of god more often than not, but humans for example accept gods of any sphere. Like the one you showed, but also gods of the forest, or gods of death and cruelty.
