Will the Duke remain in it's position after the arrival of the Monarch?
Will the Mayors be elected independently from my LazyNobles?(Will anything change if I (still) have (no) Baron/.../Monarch?)

I just want to know that how many rooms I need to make.

The Baron, Count, and Duke are effectively the same position - whoever is appointed to the first one will merely be promoted to the next rank when appropriate. The Mayor and Monarch are separate, so you will need 3 sets of rooms for those particular nobles.

The monarch or baron/duke/count can be elected (or assigned) the mayor as well, which can be useful if you want one fewer dwarf demanding useless products that you can't export.
