Dwarves leaving food outside barrels in stockpile

I have a food stockpile next to my dining halls and food based workshops. It is set to take from another stockpile used to store an overflow of food items. The overflow stockpile has plenty of room and the main stockpile is full. For some reason though, I am seeing stacks of prepared food and plants being placed on top of already placed barrels, and not being restocked because they are on stockpiles. Does anyone know why this is happening?

A barrel can only hold 30 edible items (plants, cheese, and prepared meals; for whatever reasons, meat and fish are twice as large as other food items), and a large pot can only hold 60 - stacks larger than that will not fit inside containers and will instead be stored on an empty floor slot. The reason you're seeing both barrels and food in the same tile is because the food was put there first, and the barrel/pot was placed there afterwards (stockpiles will always allow one container per tile even if those tiles contain other items, but items stockpiled outside of containers must be placed on an empty tile).

Nope, pretty much every stack that is outside a barrel is a stack of 30 or less.

I'm getting the feeling that it has something to do with the stockpile being set to take from the other overflow stockpile, causing 2 dwarves to try to fill the same barrel.
