Does becoming a vampire raise the stat cap for a creature?

I know that when a creature becomes a vampire it rather drastically increases the creature's physical attributes. What I am wondering is if it will also allow the newly made vampire to exceed its original stat cap?

For instance if I have a dwarf that through decades of military training has raised his strength to close to his natural maximum, if I then make this dwarf into a vampire the strength he would gain should put him well above his original max. Will the fact that he is a now a vampire allow him to go over that original limit or does it remain the same as when he was still mortal?

Pretty sure that his stats go beyond the cap but are then no longer able to increase.

Thanks I knew that they no longer progress physically after they become blood suckers but I had no clue about whether it affected the stat cap or not.
