The other 10 months, dwarves should be completely dedicated to their civilian jobs and NEVER do a single comat drill. The only way I can do it so far is to micromanage barracks settings.

<m>ilitary ----> {s}chedules.  http://dwarffortresswiki.org/index.php/DF2012:Scheduling  should help.  If you have trouble figuring it out from there, post again; I strongly urge you to try to muddle through it on your own, first, though.

It quickly becomes instinctual, with some practice.

Okay, then, step-by-step:

1:  {m}ilitary ----> {s}chedules.

2:  {x} cancel orders.  Do this for each month, cycling with your cursor arrow keys.

3:  Highlight the first month you want your squad to train; hit {o} to give orders.

4:  On the next screen, press {o} 3 times - you should see 'train' at the top of the screen.

5:  Use +/- keys, to set the number of squaddies who will follow that order.  Press {shift} + {enter} to confirm that month's schedule.

6:  On the main schedule screen, highlight that month (should be highlighted by default), and press {c}opy order.  Using your cursor, scroll to the other month you want that order followed, and {p}aste it.

7:  Enjoy your new military schedule!

edit: forgot to mention: make sure that your squad is set to 'active/training.'  The military scheduling screen is a powerful tool, which goes much deeper than this, but the above should be enough to get you started.

Yeah...you see, the way your setup(which by the way I tried before making this thread) works, the dwarves will still do Individual combat drills.
I probably should have explained, that the reason I am trying to figure this out, is that I am making this spartan fort, where everyone is in the military. And I can't have farmers ignoring fields because they do drills all the time.

Any dwarf in a military squad, active or not, will choose to sometimes drill when they have no priority jobs to do.

Burrow you barracks(with food+drink+beds), and assign the citizens training to that burrow. After they get there, make the passageway to the barracks extremely high cost or impassible using routes.

note, I am just suggesting this off the top of my head, I don't know if it will actually do what you want it to do.

Also, clearly, you'll have to update the silly thing every 2 months, or monthly if you have squads offset.

While adding magma to anything will make it dwarfy, adding the word "magma" to your post does not necessarily make it funny.

This.  How much they will train while inactive is determined by their soul attributes, so you could set all your military dwarves to be incredibly lazy.

From what you have said I am kind of assuming a relatively new fort so you have/want a bunch of squads to rotate every 2 months so you always have a military and the rotations take care of themselves. As for how to make sure they don't train off schedule I don't know for sure if any of this would help but you could try setting their off-duty to civ clothes, individually assigning training areas behind closed doors and locking them when you don't want them to use it, though I suspect you would get cancel job spam and I am not sure it would work. Perhaps making the rest of the fort a burrow and restricting those off duty to it. Also from my limited experience lowering the number of dwarfs required also lowers the number of dwarfs who do so. I drafted my woodcutter and despite being assigned to train every month he is out chopping wood.

I think he's just taking the "long patrol duty" issue too seriously.

He said he's making a fort where everyone fights. I'm doing the same things and having the same issue. I didn't really solve it, but I'm manually setting squads to train and switching them out every season, so that squads that aren't training don't have a barracks assigned to them. It's not too difficult, but of course you'll have to do without those dwarves while they're training.
