Fairly straightforward: A cross between the game SUPERHOT, where time moves only when you move, and Hotline Miami. Great fun.

I prefer 'em separate, honestly, SUPERHOTline's gameplay style takes away from the main advantage of HM - ultra-fast, deaths-are-meaningless gameplay - because when you spend ten centuries dodging every single bullet in a single hallway, dying to the last enemy is just frustrating.
