I am looking for a civilization mods that adds new civilizations but do not change the game as a whole, I of course already know about the Masterwork Mod but are there any others?

(I am looking for a mod that adds new civilizations and adds onto ones like new Elven and Human Civs)

There might be a few lying around. Have you taken a look through the mod releases sub-forum?

I remember there was an old Elf mod, but I don't believe it has been updated to the current version.

There's also Norse Fortress, Tengu Fortress, and Fire Imp Civilization, just off the top of my head.

I was going to say imps but you beat me to it.

Rubble (see sig) has an addon pack named Better Dorfs that has a new civ (the saurians) just how the act and what industries they have is controlled by what addons you select, so they never play the same way twice (plus you can still play dwarves if you want)
