Well, to answer the original question, here's the way if you want to level RANGED combat skills:

1. Equip your character to train with the appropriate weapon.

2. Recruit a whole bunch of hippies with decent guns (.38 revolvers are good).

3. Recruit more hippies with knives (10 of them or so).

4. Provoke enemies (preferably hicks, mercenaries, or the CCS, possibly although I haven't tried firemen) to attack the safehouse where all of these are located.

5. Put the knife-wielding cannon fodder up front, and let your ranged trainees fight it out. They will be protected by the meat shields in front, but will still get to shoot and train up their marksmanship.

Are enemies more likely to attack people with melee weapons equipped? This is news to me

No, but if you have six squad members with melee weapons equipped, the enemies will only attack your six squad members, and not the people behind your squad providing covering fire.

Huh, I really don't engage in raid battles very often, but that seems like a very valid tactic.

Hey guys, just saying...

if you use any weapon, and attack monsters, the ones in the labs, you can level up your combat skills very easily, they are very weak and its considered assault to attack them, but not homicide, so even if you get arreted, you will always be considered not guilty.

You can also get a not guilty verdict for murder yanno.

And you can definitely get a guilty for assault with a subsequent death penalty.
