Free Riot Sims

Does anyone know if there are any free riot simulators...
Ones that you can choose between police and rioters...
Or ones that limit you to one of the sides, it doesn't matter...


If not, I just might make a Riot Roguelike, using Libtcod...




Note... Wildfire Worlds Alpha does not count, because only the alpha is free... and you have to sign up on it (I have the alpha) I want fully free.

You could always catch a flight to Ukraine or Venezuela.

Actually I don't know of any. The closest police sims or so might be the SWAT games, but they don't deal with riots.

Well there are 2 games that KINDA fit the bill bot not quite.

A - Hoolingans: Storm over europe.
You lead a bunch of crazed football fans and attempt to disorganize the entire city by assembling a large mob and wrecking things.

B - Emergency Fighters for life.
It's mostly a RTS/sim where you lead Paramedics firefighters polecemen ETC. against fires and other things you'd expect.
However there is a mission or two where you must disperse a riot i think... can't remember it exacly.

EDIT: Oh right... they're not free... both are kinda old tho and might be availble for peanuts.

I believe there was a tongue-in-cheek mod of Mount and Blade that took place in modern Glasgow which pitted rioters against a police force.

I don't think it's a particular theme that's been the focus of any full game though. I think a game that would have have a lot of mechanically similar elements to a (strategy focused) riot simulator would be Atom Zombie Smasher. Herding "enemies" into choke points and areas of control while trying to keep them away from the general public using a variety of utilities such as barricades and deployable infantry. 
I know it's not what you're looking for at all but if you're considering making a riot game then I think it has a lot of mechanics that could be analysed for inspiration.

The devs seem to not get marketing do they :P

That's actually a sequel of sorts by the author of the original mod. Old Firm is a story mod based on scenarios, you cannot play it like vanilla. The vanilla one is Gangs of Glasgow: Massive Slash.
