Well there is the first page of the tower in Legends mode. It looks like it was founded by a human necromancer in 115, then a dwarf necromancer moved in in 116, then another dwarf necromancer moved in in 122. The history goes on for dozens and dozens of pages, mostly just recording thousands of books being written by the necromancers.

I'm using vanilla DF, no mods and I didn't change any of the raws.

EDIT: actually now that I look at it closer, it looks like a whole bunch of necromancers live there, half a dozen at least.

Any goblin necromancers?

Not that I could see. I think it was a human captured by goblins that built the tower, like smjjames said.

Larix and Trif, did you not read what I said? Look at the founding necromancer and there is a good chance that he or she is a former member of a goblin civ. There weren't any goblin necromancers.

Probably happens when a dwarf or human becomes a leader of a goblin civ and they gain the necromancery secret.

Edit: The founding necromancer is actually the only one who is a former member of a goblin civ. That necromancers apprentice is the former member and former leader of a human civ.
