Dwarves wont eat

My dwarves are starving because they refuse to eat the mounds of food sitting in my food stockpile. The food is not forbidden and is accessible, but the names of all the items are in parentheses (which means foreign made?). I'm still fairly new to this game, so I may be missing something. This is maybe my 4th attempt to reclaim my fortress after it being overrun by undead. For whatever reason there are about a page and a half of vagrant dwarves living in my fort that are not part of my fort. I'm thinking the food may be owned by them, and not be usable because of that. They had no problem hauling the food to the stockpile however.

A ton of cheese, plump helmets, berries, meats and other prepared animal parts. None of it rotten or withered.

My best guess is a caravan wagon was killed or there was a caravan on your map before your last fort was abandoned, and that the food is still owned by the caravan that doesn't exist.

That's just a guess though because it's never happened to me.

If the food can be hauled to stockpiles, then it can be eaten - dwarves won't haul items that belong to somebody else.

Out of curiosity, try placing a meeting activity zone on top of the food stockpile and see if it gets marked as "hot" or "cold".

I placed a zone over it, but not sure what you mean by hot or cold.
