If you already bought the game as a gift, and it's in your inventory, you just need to offer to start a trade. If you haven't bought it yet, you can buy it as a gift and enter Nerjin (whose steam account name you'll need, BTW) as the recipient. If he has a common name make sure you don't actually get the wrong person.
