Don't syndromes require a causal agent outside of the dwarf hirself?  e.g. FB, Vamp blood, Evil Rain, etc.  I'm suggesting conditions that are intrinsic to the dwarf, as a circumstance of birth rather than from environmental factors.
Could be done with castes. Each congenital issue has its own caste, which comes with a self-only interaction to trigger the syndrome.

I am trying to make chickens lay bees as eggs. So far it only produces a single "Tame Small Creature" when a hen lays bees.
Honestly at the time, I didn't see what could go wrong with crowding 80 military Dwarves into a small room with a necromancer for the purpose of making bacon.

Syndromes can be expanded upon further to easily encapsulate most of what wants to be done here.

Which is why I find it odd how the title goes "non-syndrome".
