Make embark area controls more similar to movement in fort mode

Another idea to make the interface more consistent: when selecting the embark site, you currently change regions with arrows, move embark with uhmk, and resize with UHMK.

This could be standardised by moving within a region using arrow keys, and between regions with shift-arrows (mimicking the movement style in fort mode). The embark could then use the same size controls as constructions (uhmk). For bonus usability points, scrolling against the edge of a region could move to the next one over.

There might be some sort of reason behind having the keys be different on the region menu. I have no idea what that reason may be but I think this is a great idea.
