You use a hex editor. The save file is easy enough to get the hang of once you understand it.

The most easy stuff to find is the names of important figures e.g. the president. This is useful for some shenanigans.
You'll also find a bunch of numbers between -2 and 2 (FE, FF, 00, 01, and 02 in hexadecimal). That's the alignment of everything from house representatives to the senate to the supreme court to the laws. Since those values are always ordered (except for the specific positions like the VP and such), you should be able to fiure out which is which. The biggest collection is the house, the smallest is the SCOTUS.
At the end there's a bunch of XML for the LCS itself. editing those is not as evident because there's numbers that check for the length of the entries, and any edits made would have to take this into account.
