Dwarven Justice System

As my fortress gets bigger and a mayor is appointed, I am wondering whether I have to appoint a fortress guard. If I don't, dwarves wont be punished for crime, right?

Yeah, right now you should only have justice system for role-playing/additional challenge. And maybe catching and hammering vampires.

Cool, but wouldn't this likely lead to tongues having a '[SPEACH]' tag, and thus via necromancy we would have nearly unkillable reanimated tongues following necromancers spamming 'it is sad but not unexpected'?

Yeah, most "criminals" will be random dwarves punished for violating nobles' mandates. From a purely practical standpoint, it's better to just let them keep working.

Appoint a hammerer, give him a (wooden) crossbow. Tell us how it goes.

You should have at least captain of the guard. It makes spotting vampires so much easier.

You know, when a dwarf sees somebody kill somebody or something like that, they go and report the crime. If there is no justice, they can't report, and you have to find vampires by other means. I use always justice because of that.
