This is my first game with the CCS active and I have a question about their safehouses.
Shortly after the CCS became active I kidnapped a member and discovered the first safehouse, I looked for information on how to liberate their safehouse on the wiki. In the CCS page, if I remember correctly, it says you have to shut down the site, so, I tried about 10 times raiding them and killing as many members as I could (about 20 or 30 each raid), with no luck. After a while i tried going for the CCS boss, and finally, on the fifth attempt I was able to kill him and the message about the liberation of the safehouse appeared.
Now, I wanted to understand, so i reloaded and tried again, but killing the boss didn't liberate the site this time. I tried another time and it worked.
Now, Was it a bug or there is a percentage of success every time you kill the CCS boss? Can I really liberate a CCS safehouse by killing enought people inside it?
If it is possible to liberate the safehouse just by shutting it down it would be great, it took me a lot of tries to kill the CCS boss. For that same reason I couldn't try it more than three times.

The CCS Boss never used to be there, and you only shut it down by killing enough people. But since the CCS Boss has been added, killing him is the only way to shut it down. And yeah, he's pretty damn strong. Must've been a bug that you killed him and it didn't shut it down, because it's supposed to.
