What does this line mean?

Everytime I generate a new world I notice this line at the goblins and the reptile men. What does it mean?

Meaning they're hostile but not in a formal war. It usually happens with children-snatching civs, because nobody trusts them.

You shouldnt see reptile men unless theyre a modded race to live on the surface... that looks like duped raws :-X

Huh... I'm not sure how I feel about goblins replaced with reptile men. I guess I'm just used to goblins being dwarves hated racial enemy. And elves. I would like to see more hostile civs though, and not one that can summon a 500 strong army in two seconds because finger bones. Being choked by one's own appandage is not the way to go.
