• "All Dwarves Harvest" is enabled
• "Dwarves Gather Food" is enabled
• There are about 20 idle dwarves
• The farm plot has a sweet pod on every tile (it's 3x3)
• The stockpile has maximum 0 barrels, 0 bins, 0 wheelbarrows
• There are no burrows
• There are two dwarves for whom ONLY Farming (Fields) is enabled

What am I doing wrong?

This I bet. I've made that mistake a few times with stockpiles since 0 barrels means that no barrels will be used.

Also, do you have plenty of barrels or large stone pots?

Not sure why they aren't putting the plants in there, maybe check the settings? You may also have to check the settings of other stockpiles since they might get stored there.

Big chance you have set stone to unseen/invisible, and have stones sitting on those empty tiles.  Move it or lose it!

It's my understanding that setting a stockpile to 0 barrels just means that things will be stored in the stockpile, but never in a barrel. Changing it to have a maximum of 1 or more barrels does not appear to change anyone's behavior.

Also, I've manually gone through all existing stockpiles using the "R" (View Rooms/Buildings) list, and this one stockpile is literally the only one that accepts plants.

There are about 5 - 10 empty barrels sitting about 50 tiles away in what used to be a general stockpile (but I un-designated that stockpile).

Big chance you have set stone to unseen/invisible, and have stones sitting on those empty tiles.  Move it or lose it!

Nope... I used 'k' to look at each tile. The only things are:

Food Stockpile #9
sandy loam Cavern Floor

I don't hide stone, I just use d-b-d to dump it after digging out a new area.

Double check the settings of the stockpile.

I also just dump the stone off to the side when digging out a new area as well.

Done any mining between planting and when they sprouts? Sounds like locked door or stair/ramp got mined out. According to your list, you've verified everything that I can think of directly relating to farming and stockpile issues, so that leaves access issue.
