I wanted to make an Altar of Storms, but I have no easy way to get Ironbone or Bloodsteel. The drow aren't trade partners with me.

You can make them. Use the Boneyard.

Yes Boneyard will give you both Bloodsteel and Ironbone. For Ironbone you need bone body parts and ash, I think. For Bloodsteel, you need an Ironbone bar, ash and a barrel of blood.
