So I made a garbage dump to store stone in as I mine(as the tutorial told me) but I am having trouble figuring out how to make my dwarfs retrieve it from the dump when I want to make something out of stone.

There are several ways:

Don't use garbage dumps for stone. Stones are heavy and take quite a while for hauling.
If you need stones near a specific workshop, make a small stone stockpile near it, specify the stones you want or not want. Build wheelbarrows and add three to the stockpile using the menu (q). Only three are allowed per stockpile. Stone hauling is much faster with wheelbarrows.

Once you dump an item into the garbage dump, that item becomes forbidden. Hence your dwarfs are unable to use dumped materials.
