Do Civilizations have a "center of strength"?

When choosing a fortress location, you are told whether that site has any linkage with the dwarves, humans, elves, or goblins.  You also often see cities of other civilizations near the site.  

Does it matter how many, close, and how large these cities are?  Does choosing a site near a lot of human cities let them trade more?  Does placing a fortress near a lot of elves enable more trade and bow-elves?  How about dark fortresses?  I once saw a site near no fewer than eight of them - would I actually have gotten more sieges if I had chosen it?

They have capitals, if that counts.

As for not being able to trade, I think it's just if you're cut off.
