Unmotivated Enemy AI

This is my second human SIEGE which for all intensive purposes, is not a siege, but a border crossing, smokescreen or visit.  I'm waiting on the ramparts for them to shout obscenities at me.  But they won't attack. 

There is two sets of Human Lashers with Pikeman Leaders all on horseback.  However, they haven't moved towards my fortress and are simply mingling about the fringe.  This fortress like most I built, is a tall keep, built on about a 30x30 square lot.  It is located in the center of the 3x3 zone.  Game is roughly 22yrs old.  In addition to the drawbridge, there is a back entrance(goblin grinder) which drops trapdoor victims into cavern 1.  There is also a built legendary bed, to attract the building destroyers.  However, none seem to be in this group of enemies.

How can I motivate the AI to encroach closer into bolt range?  Thoughts?   I've tried leaving the drawbridge down.  Doesn't work.  If I don't do something, like order out a squad to station somewhere outside the walls, nothing occurs.  Well until they interfere with trade or simply leave.  But that's no fun.

Humans are smarter with their sieges than goblins.  You can either wait them out while they block trade and migrants, or take the fight to them.  I kind of like the fact that they don't just rush headlong into invader death corridors.

Humans don't automatically assault like Goblins, it is an actual siege.

They're also big wimps. I charged a full squad of soldiers and camels with 3 dwarves and they just fled.

Oh, and prepare for FUN if they ever go to a trap corridor that's been unaltered since their traders/diplomats last seen them and lived to tell about it.
